How to Report an Unlicensed Contractor in New Jersey

1. Visit the New Jersey Division of Consumer Affairs complaint page:
   https://www.njconsumeraffairs.gov/Pages/Consumer-Complaints.aspx
2. Click the red “File a Complaint” button in the upper right hand corner. 
3. Select “Against a Licensed Professional.”
4. Choose the State Board of Examiners of Heating, Ventilating, Air Conditioning and Refrigeration Contractors.
5. Select your preferred language (e.g., English) and click Next.
6. Enter your contact information.
   • You may choose to submit the complaint anonymously if preferred.
   • Click Next.
7. Provide as much information as possible about the contractor in the Q&A section.
   • Include name, business name, contact details, and any known information.
   • Click Next.
8. Add a brief description of the situation, including why you believe the contractor is unlicensed.
   • Click Next.
9. Upload any supporting documentation (optional), such as contracts, invoices, or photos.
   • Accepted formats include PDF.
   • Click Next.
10. Review your information and click Submit to complete the complaint.

Once submitted, the complaint will be reviewed by the appropriate state board.
